I don't think the current abbots of Tashilhünpo are called Panchen, I suppose because they are not "abbots" in the same sense of the word. Thus, there have been two different tülku lineages which have held the office of Tashilhüunpo throneholder at different times. Later, that tülku lineage's labrang came to possess Tashilhünpo, so they were then known as Panchens. Since the first Dalai Lama was the founding abbot of Tashilhünpo, he was known as Panchen. This is before the Panchen tülku lineage developed. This source says that the title Panchen was a title given to the abbots of Tashilhünpo.
